This work involved the development of a new, fully-customizable population synthesis program which has been designed to be used for any region or input variables desired, and addresses several important issues that have been raised regarding other population synthesis methods.

The false zero-cell problem has been a major concern in the development of most population synthesis procedures and can be a source of significant error when many control variables are used. To address this problem a routine which allows for the aggregation of control variable categories at the region-level during execution based only on a user-controlled aggregation threshold parameter input was developed, which also greatly eases the task of data preparation for use in the model.

- Sub-region level aggregation procedure included - no need to pre-aggregate control variable categories, handled automatically by the program
